Jim McGuire

General Manager Strategy, Performance and Innovation, SA Water


Jim McGuire, FCIPS, is SA Water’s General Manager Strategy, Performance and Innovation. SA Water is recognised globally as a leading customer focused water utility with partnerships with key suppliers critical in delivery of the organisation’s success.
Jim joined SA Water as Group Procurement Manager in early 2011 after 4 years successfully consulting and has utilised his expertise in advancing into different business areas becoming a General Manager responsible for Capital Works, Engineering, Business Development and Laboratory Services in 2015. Prior to this Jim spent seven years as Director Contract Services responsible for leading procurement for the Government of South Australia. In this time Jim led the development & implementation of an Across Government Procurement Reform Program & the introduction of a new State Procurement Act. He has previously held senior positions within the Energy & Banking sectors.
Jim’s status in the building the Procurement profession has been acknowledged through being the inaugural Chair the Chartered Institute of Purchasing & Supply (CIPSA) Steering Group (2005-2007) and Chairing judging for Supply Management Awards (2008-2009). Additionally Jim has previously led national public sector initiatives with the Australian Procurement & Construction Council and Chaired a Procurement Roundtable (made up of leading Private & Public Sector Organisations). Jim has participated in two International Research Studies into Public Procurement held in Geneva & Budapest and also co-authored a number of the academic papers on public procurement that have been published internationally.
